Consecrating the consecrated?

Some one recently posted on a paganism forum this question…

“Do pagans ever ‘consecrate’ things?

I am writing a story about pagans colonizing another planet and consecrating it so people can actually come and thrive and not starve, be diseased, etc. into extinction (as far as that colony is concerned). I’d like it to be believable. I know precious little about pagan rites and chants.”
